The U.N.'s top human rights official, Louise Arbour, has lashed out at Burmese authorities for obstructing aid to victims of Cyclone Nargis. Arbour called into question Burma's rights record in her final address to the U.N. Human Rights Council. Arbour is leaving her post as High Commissioner for Human Rights at the end of the month. Louise Arbour drew attention to the natural disasters in China and Burma, also known as Myanmar. She conveyed her condolences to the millions of victims of the earthquake that struck China and the powerful cyclone that ravaged parts of Burma. The High Commissioner condemned Burma's apathetic response to Cyclone Nargis. She also said part of the blame can be placed on the international community for keeping silent in the face of the Burmese government's human rights abuses. She acknowledged that no government would ever be fully y to respond to all the needs of its population in the face of such catastrophic events,. Therefore, she said international assistance was crucial. It is the right of victims to expect such assistance and it is the duty of governments and the international community to do everything in their power to facilitate it," she said. "In the case of Myanmar, the obstruction to the deployment of such assistance illustrates the invidious effects of long-standing international tolerance for human rights violations that make this obstruction possible." The ed Nations estimates two-and -one half million people have been affected by Cyclone Nargis, which hit Burma on May 2. In the aftermath of this disaster, the country's military rulers refused to accept most foreign aid and refused to grant visas to the experts needed to coordinate a vast humanitarian operation. The generals have eased their stance in the last few days. But, the ed Nations reports one-quarter of a million cyclone survivors have still not received international assistance. In contrast, the High Commissioner commended the government of South Africa for taking action to protect the foreign migrants who came under recent attack. She praised the government's decision not to deport the migrants. But, she had sharp words for the increasingly hard-line anti-immigration policies being enacted in Europe. She was particularly critical of the Italian government of Silvio Berlusconi. In Europe, repressive policies, as well as xenophobic and intolerant attitudes, against irregular immigration and unwanted minorities is also of grave concern," she said. "Examples of these policies and attitudes are represented by the recent decision of the Government of Italy to criminalize illegal immigration and by the recent attacks against Roma settlements in Naples and Milan." Arbour warned delegates to the U.N. Human Rights Council against pursuing narrow parochial political agendas. She cautioned that skepticism about the Council as a champion of human rights has not been fully dispelled. She said the U.N. body was in danger of losing its reputation as the protector of human rights for the sake of achieving consensus. US Warship Arrives in Georgian Port With Aid美军舰满载救援物资抵达格港口 A U.S. ship carrying humanitarian aid has arrived in Georgia's Black Sea port of Batumi carrying humanitarian aid for residents of western Georgia displaced by Russia's recent military incursion. Authorities are assessing the destruction as Russian troops pull back from some areas they occupied for much of the past two weeks. The USS McFaul sailed into Batumi Sunday loaded with blankets, bottled water, milk, baby food, diapers and hygiene kits. That was the easy part. The next challenge is to distribute the aid to those who need it. U.S. Agency for International Development director Henrietta Fore told VOA this week that million of U.S. aid has arrived, and more is coming. But Russian roadblocks are impeding the flow in many places. There are still checkpoints on the roads," Fore said. "That to us is an indication that it is not free access for humanitarian supplies or assessments. Through our non-governmental partners, we're able to get to many parts of Georgia, but we need access. So, roadblocks make it difficult for humanitarian assistance to get through to people most in need." While Batumi is open, the strategic oil port of Poti, 80 kilometers to the north, is essentially closed. Despite a protest march by angry Georgians Saturday, Russia is maintaining roadblocks outside Poti, which is the gateway for merchandise moving to Georgia, other Caucasus republics and Central Asia. In another development, a Georgian train struck what authorities say was a mine Sunday near the town of Gori, 55 kilometers northwest of the capital, Tbilisi. Russian troops withdrew from Gori Friday after more than a week of occupation, but still maintain a checkpoint on a main road just outside the city. Georgia's security chief, Kakha Lumaya, tells VOA Russia still controls many of his country's key roads and large chunks of territory, in what the European Union and the ed States call a violation of a French-mediated cease-fire Russia agreed to earlier this month. What concerns us is that they pulled out some of their troops, they maintain at least eight checkpoints across the region, and another eight or nine in the western part of the country, including areas, which have never been part of any conflict zone, areas where there has never been any Russian military presence, including peacekeepers," Lumaya said. Lumaya says he has been assured by a senior Russian general that some of the roadblocks would be removed within a few days. But Russian forces will apparently stay in a "security zone" around the Russian-held regions of South Ossetia and Abkhazia, adding significantly to the amount of Georgian territory they control. A tour of Gori after the Russian pullback revealed widesp evidence of mayhem and looting, apparently by Russian troops and irregular forces who descended on the town. Videos posted on the internet site, YouTube, clearly show uniformed Russian soldiers smashing in bulletproof glass fronts of banks in Gori's main square, directly in front of a towering statue of the city's most famous native son, former Soviet dictator Joseph Stalin. Mikheil Giorgadze of the T Bank examined the destruction. Russian soldiers took everything. The computers. Everything," Giorgadze said. "You see the ATM [automatic teller] machine is broken, they were trying take money from these boxes. See they were trying." Giorgadze says the entire looting episode posted on YouTube was captured by the bank's security cameras. Gori residents were eager to show visiting journalists the extent of the looting and destruction. They have opened a media center to take reporters on guided tours, including the sites where they say Russian planes dropped cluster bombs in a residential area, and where they say soldiers used electrically charged metal rods to wipe out almost the entire population of a fish farm outside the city. Girogi Meladze, a U.S.-educated lawyer working at the center, says Russian jets dropped bombs over Gori day and night for a week, forcing residents to flee to the hills above the city. They went to the forests up there and they lived in the forests, and we get the first people coming back three-four days ago. The morning of [August] 8 is when everything started," Meladze said. "So, then it was going up and down, up and down, but the planes never stopped from [the] eighth to 15." Standing in the town square here in Gori, it is hard to miss the irony of the statue of Stalin, peering out over the square at the smashed windows and buildings looted by Russian soldiers. . too sexy for my shirt, too sexy for my shirt . . Can you be too sexy for the job? A new study finds that women who dress more like Hillary Clinton and are more likely to land a job in the corner office compared with somebody says uhh, I dunno, look like Pamela Anderson. Is that fair? Let's ask Ginger Burr, Ginger is the president of Total Image Consultants. She joins us from Boston. Is that true? Well, to a certain extent, it is, but what we really have to do is look at the word "sexy", it's really provocative, that we are talking about not sexy. Sexy is a very subjective term. And it also makes a difference how high up the corporate ladder you are, what might be acceptable behaviour for a receptionist or an office assistant isn't the same for a senior VP or a CEO. Well, it's not really acceptable anyplace, but people who are at the beginning stages of work or in a considered lower-tier job, it's, it's overlooked. It's not expected that they are going to dress in a way that's as appropriate as somebody who is in a high-power position. So Ginger, what are we saying? In this age of Desperate Housewives where women of any age group are said and almost forced to be very super-sexy, that we don't appreciate or even want the same in corporate America? Well, we really don't, and to be honest with you, your average woman doesn't really dress like that generally anyway, um, it's, it...but we notice it when a few people do it. But that's the message that we're getting in the media , by celebrities, um, that, putting your body out there is the way to present yourself, and it really doesn't help women at all to get ahead. All right, so the tip for women who are looking to aspire to the corner office, guide them on conservative dress, what should first of all they have avoid? Well, they should've avoid anything that shows too much skin, cleavage, too short, too tight, um, you're not there to flaunt your body, you're there to work. But we're not talking about clothes that don't fit you properly, that things can be beautifully fitted, the colors can be gorgeous. You do not have to stick to navy blue and gray, but you don't want to be exposing body parts. Do you think there is a double-standard for men? Oh, always has been. And may always be. And that's part of what women need to be aware of, is that men can, first of all, dressing provocatively is generally not an issue for men in the workplace, and they are allowed more leeway in terms of what they can get away with, they can be a little messy, a little sloppy, a little mismatched, and people who either think it's cute or just kind of overlook it as : '' Oh, they don't know any better, they're just men. " That's not true for women, women are expected from birth to know how to dress themselves, and when they don't, which is totally non, crazy, anyway, then they are, um, looked down on as a result of that, and may not get where they wanna go for something as silly as how they dress. Ok, Ginger Burr, thank you. Good tips. Thank you!

U.N. Secretary-General Ban Ki-moon goes to Burma Thursday, where he plans to visit some of the hardest hit areas of the cyclone-devastated country and meet with the reclusive regime's top leaders. The U.N. chief will also attend a joint U.N.-ASEAN donors conference for the cyclone victims. The secretary-general's mission is purely humanitarian. Mr. Ban's spokeswoman, Michele Montas, said Monday that the secretary-general would go directly to the areas hardest hit by Cyclone Nargis when he arrives in Burma - also known as Myanmar - on Thursday. His objective is to reinforce the ongoing aid operation, see how the international relief and rehabilitation effort can be scaled up and work with Myanmar authorities to significantly increase the amount of aid flowing through Yangon to the areas most affected by the disaster," she said. One of the issues hampering the aid operation has been the Burmese regime's resistance to granting visas to international aid workers. Asked if the secretary-general had to apply for a visa, Montas said he has received one and is traveling at the invitation of Burma's U.N. ambassador. Despite that invitation, Montas said the secretary-general has still been unable to reach the country's top leader by telephone. Mr. Ban will remain in Burma until Friday, when he will travel to neighboring Thailand for bi-lateral meetings ahead of Sunday's joint U.N.-ASEAN International Pledging Conference. His brief trip to Bangkok means he will not be in Burma on Saturday, when the constitutional referendum is scheduled to take place in areas affected by the cyclone. The regime went ahead with plans to hold the referendum on May 10th in areas not affected by the storm. His spokesperson said his trip is a purely humanitarian one, and Mr. Ban would not press the military government for more democracy or seek meetings with the country's opposition leaders. He is going to go and visit with the victims of the cyclone, it is going to be strictly a humanitarian visit," she said. On Sunday, Mr. Ban will return to Rangon for the day, where the international donors conference will take place. Mr. Ban's top humanitarian official, John Holmes, arrived in Burma on Sunday, and Monday visited three badly hit areas, including Labutta in the Irrawaddy Delta. He is scheduled to meet with Burmese government officials on Tuesday. Australian Leader Urges Action by World Leaders to Drive Down Fuel Prices澳总理访日促施压欧佩克增加产量 Australian Prime Minister Kevin Rudd has urged the international community to put pressure on major oil producing countries to curb high fuel prices. Mr. Rudd said OPEC, the Organization of Petroleum Exporting Countries, has to increase supply. The Australian leader made the comments as he prepared to travel on an official visit to Japan. Kevin Rudd has insisted that a "blowtorch" should be applied to OPEC to put pressure on the oil cartel to increase production to help alleviate high fuel prices. The Australian Prime Minister said countries around the world were struggling with rising fuel prices, which he believes could be eased an increase in the supply of oil. He will take his message to Japan, where leaders of the G8 grouping of major industrialised nations meet next month. Mr. Rudd says OPEC needs to act decisively. Every head of government across the world is dealing with this challenge now and it goes to global oil supply in large part - the role of OPEC," he said. "OPEC need to open the production lines to a greater extent, increase global oil supply. They've done it a bit in response to representations from President Bush. The G8 provides an opportunity to apply the blowtorch to the OPEC organisation and it's time that happened." “Last week, Kuwait's Oil Minister Mohammad al-Olaim said while OPEC was willing to produce more oil if the market required it, the organization was not responsible for high prices. OPEC produces 40 percent of the world's oil. Its current output stands at about 32 million barrels per day. Australia's fuel prices are relatively low by international standards, but petrol is more expensive than ever at about US.63 a litre. The country's reliance on private cars and rising inflation make fuel prices a potent political issue. The Rudd government came to power in a general election last November, promising voters that it would tackle the rising cost of fuel. Analysts say the Prime Minister's failure to do so is threatening to damage his popularity. Mr. Rudd's visit to Japan will be dominated by talks on trade and is also likely to feature the sensitive issue of whaling. Australia has made no secret of its distaste and opposition to Japan's annual whale hunt in the Southern Ocean. Earlier this year Canberra sent a Customs ship to monitor the whaling fleet to gather evidence for possible international court action. Mr. Rudd's four-day trip will be the longest visit to Japan by an Australian Prime Minister.
