Comfortable in their multi-shaded skin, a people who had once ruled nearly a third of the world had found a new role as welcoming host. The London Olympics were a celebration of a new Britishness: diverse, outward looking, mindful of tradition but eager to embrace the future. True, post-crash austerity had dented morale, but the medals collected by Jessica Ennis, Mo Farah and their fellow athletes in “Team GBilluminated the road ahead.2012年夏天,英国一度似乎终于将其难以摆脱的后帝国时代的神经质抛诸脑后。 The moment passed. The Britain of 2015 feels a fractious and fractured place. Pride in diversity has made way for the rise of the anti-immigrant populism of the UK Independence party. The economy is growing again a lot faster than in the rest of Europe but so too, it seems, is a yawning gulf between the prosperous and the disadvantaged. Below the surface, the pillars of the old English Establishment have cracked. In spite of last year’s vote to remain within the four-nation union, Scotland could yet decide to strike out on its own. A political and cultural chasm has opened up between London, still the global hub of 2012, and a less prosperous English hinterland. The two parties that have dominated postwar politics David Cameron’s Conservatives and Ed Miliband’s Labour are retreating into regional redoubts. The ed Kingdom has rarely been so disunited. Britain has lost its international moorings. The Iraq and Afghanistan wars took a heavy toll on national self-confidence. A swing towards introversion has been reinforced by the economic imperative to cut deficits and debt. The armed forces have returned from defeats in Basra and Helmand to the prospect of sweeping reductions in military budgets. Facing rising euroscepticism at home Mr Cameron flirts with the idea of withdrawal from the EU, much to the puzzlement of friends and allies abroad. Mr Miliband is but silent on global affairs. The British, says a report from the think-tank Chatham House, still want to hold their heads up in the world but they doubt they can make a decisive difference. Sir John Sawers, the diplomat-turned spymaster who until recently led the Secret Intelligence Service, speaks of a nation stepping back from the world in much the way the US withdrew into itself after the Vietnam war. As Vladimir Putin’s Russia marches into Ukraine, a senior figure in the US Administration wonders aloud if the fabled “special relationshipbetween Washington and London is being hollowed out. There is real doubt, he says, “about the commitment and credibility of the UK as a partner in preserving international peace外交官出身的间谍机构首脑、最近才卸任英国秘密情报局(SIS)局长的约翰#8226;索厄斯爵Sir John Sawers)称,英国从世界舞台撤回,就像美国在越南战争中脱身而关注本国事务一样。 In other circumstances, the general election set for May 7 might have galvanised the nation in a vigorous debate not just about the domestic economy and the shape of government but also about how best to adjust to a tougher, more precarious world. Elections should promise competing visions, alternative futures. Instead the campaigns thus far have exposed a profound disconnect between an outdated politics and the concerns and aspirations of the voters. Society and politics have fallen out of step. Vernon Bogdanor, professor of government at London’s Kings College who once tutored the young Mr Cameron at Oxford, talks of “a growing divergence between the constitutional and political forms of an earlier age and the social and economic realities of today选举应该是各路人马提出竞争性的发展愿景和不同的未来选择。 Labour has lost the recruits once provided by the smokestack industries and a Conservative membership card no longer bestows social cachet on the upwardly mobile middle classes. This year marks the 800th anniversary of Magna Carta, the bargain struck between England’s King John and the medieval barons that is often seen as the foundation stone of British democracy. In moments of hubris, the English will tell you that the rule of law was the charter’s gift not just to Shakespeare’s Sceptered Isle but to the democratic world. The commemorative events were supposed to mark the constancy and stability of the habits and institutions of the nation’s unwritten constitution. Yet the contemporary picture is one of a political system and set of constitutional rules that have been left stranded by modernity. Britain has outgrown its politics. For most of the postwar era the two-party (sometimes a two-and-a-half party) system delivered stable, single-party government. When Mr Cameron was obliged to go into formal coalition with Nick Clegg’s Liberal Democrats after the 2010 election, it was seen as a temporary excursion into European-style, multi-party politics. The familiar, bipolar system would soon enough reassert itself. The prospect now, however, is for another inconclusive election outcome and, further ahead, for the permanent politics of minority administrations or coalitions. The temptation is to treat this fragmentation the Scottish Nationalist party and the Greens have joined Ukip in challenging the traditional order as a fleeting phenomenon. Old political hands at Westminster talk about a natural reaction to hard economic times and to a peculiarly lacklustre generation of political leaders. They have half a point. Living standards have fallen. Mr Cameron is a prime minister aiming for a place in history’s footnotes. Mr Miliband yearns for a mythical age when politicians of the left had no need to compromise with grubby capitalism. Their platforms lack ambition and optimism. For its part, Mr Clegg’s party is consumed by a fight for survival. The junior partners in coalitions rarely fare well. Alongside the cyclical trends, however, there are deeper currents at work. The two-party system is falling victim to social and economic upheaval. As Mr Bogdanor writes in an essay for the UK Constitution Society, Britain is in transition from “the société bloquée of the 1950s, dominated by large socio-economic blocs based on occupation and class, to a more socially and geographically fragmented society然而,除了周期性趋势的影响外,还有更深层次的趋势在起作用。 In 1951 the House of Commons counted six MPs who stood outside the two main parties. The number now is 85. Class-based ties have weakened and new lines have been drawn between Scotland and England, between young and old, and between north and south.1951年,英国下议院只名议员不属于两大政党。 There was a time when a large slice of the population was “bornTory or Labour. The Hansard Society, which carries out a regular audit of political engagement, says only 30 per cent of voters will now admit a firm party allegiance. Some 67 per cent cent say that the politicians “don’t understand the daily lives of people like us有一段时间,英国的很大一部分人口“生来”就属于保守党或者工党。 The Conservatives are now a party of the prosperous south. Tory MPs are nowhere to be found in Manchester, Leeds, Birmingham or Newcastle. Outside London the capital defies most of the trends elsewhere Labour struggles to win more than a handful of seats in England’s southern regions. The Conservatives have struggled in Scotland for over a generation. Now, having lost September’s referendum on independence, the nationalists threaten to trounce Labour in the contest for seats at Westminster. Not so long ago the winning party at a general election would command the support of more than 40 per cent of the electorate. Messrs Cameron and Miliband, each now fighting to lose less badly than the other, struggle to reach much above 30 per cent. The challenge is not just to the familiar hierarchy at Westminster. Henry Fairlie, a journalist who plied his trade during the 1950s, coined the phrase “The Establishmentto describe the nexus of traditions, institutions and powerful individuals at the apex of British society. Power still belonged to the landed, the Treasury and the Foreign Office, the bankers and brokers of City of London, the B and the press barons, the bishops and judges. Decisions were taken in the oak-panelled drawing rooms of the gentlemen’s clubs in St James’s. There are still corners where the ancien regime thrives. For all the well-publicised troubles of some of her immediate family, the steadying figure of Queen Elizabeth has kept the affection of her people and sustained the monarchy as the guardian of national unity. To adapt the 19th century essayist Walter Bagehot, she has not allowed the daylight to tarnish the magic. There are other pockets of privilege: the aides charged with writing the Tory election manifesto are almost all, like Mr Cameron, alumni of Eton, one of Britain’s expensive public schools. Yet, as Britain’s power has waned so too has the authority of the Establishment networks. Mr Cameron’s inner circle of well-heeled chums grates with much of the electorate. One of his own MPs casts him a “Tory posh boyout of touch with the kitchen table preoccupations of the nation. The City has fallen into disgrace as a consequence of the financial crash and a succession of money-laundering and mis-selling scandals. Only this month HS has been found colluding in tax evasion. The British Social Attitudes Survey records that in 1983 some 90 per cent of voters thought banks were well-run institutions. By 2012 the level of trust had fallen to 19 per cent. 9%。As for parliament, the British have always shown a healthy scepticism towards politicians but this has curdled into deep cynicism in the wake of a series of expenses scandals. This week two former foreign secretaries, Jack Straw and Sir Malcolm Rifkind, were caught up in the furore about MPsbusiness interests. Sir Malcolm said he would stand down at the election. In the Church of England, bishops are sermonising to dwindling flocks. The press the 18th century constitutionalist Edmund Burke called it the fourth estate has been badly tarnished by the phone-tapping revelations. After myriad economic crises, the Treasury more closely resembles a spluttering East German Trabant than the Rolls-Royce of folklore. And Foreign Office diplomats, once at the very top of the Whitehall establishment and powerful emissaries of Britain’s international influence, have been told by their political masters to reinvent themselves as travelling salespeople for Britain plc. Prisoner of the past历史的囚徒Many will bid a fond goodbye to the egregious bastions of self-perpetuating privilege. The age of unthinking deference has passed. Yet the more general corrosion of trust in the nation’s politicians and institutions has had unhappier consequences. As elsewhere in Europe, it leaves a vacuum of legitimacy, one being filled by the “antis the anti-elite, the anti-European, the anti-immigrant and the anti-capitalist. The populists have caught the temper of the times in offering disenchanted voters enemies rather than answers. Messrs Cameron and Miliband are chasing them to right and left. The rise of nationalism in Scotland and Ukip’s success in promoting English identity politics speak to a union of nations that is losing the glue of Britishness. Some, such as the historian Linda Colley, suggest that this was always going to be so. Britain, after all, is an invented state, forged since the 18th century through imperial adventures, shared protestantism and common enemies. Mr Bogdanor’s answer is a new constitutional settlement a redistribution of power between, and within, the four nations of the union to match the social, economic and cultural realities of the times. He is right. Britain needs a new way of governing itself and a new story a binding narrative that affords due respect to the past but is no longer imprisoned by it. The first time I used Amazon’s mobile application I was flabbergasted. I used the app to scan a bar code at Wal-Mart. Not only did it properly identify the toy in my hand, I was able to order it for overnight delivery with a few more taps. Oh, and I saved . From that point forward, our approach to shopping was forever changed. The impact that Amazon has had on the way people buy things is difficult to overstate. According to ComScore, 73.3 percent of smartphone users in the U.S. accessed Amazon’s mobile websites in December 2013, the height of the winter holiday shopping season. That’s more than 114 million people. Here’s the rub: according to the same report, Amazon’s dedicated app—the one with the barcode scanning feature, which isn’t available on the company’s website—was only used by 22.6 percent of smartphone users in the U.S. That’s still a lot of people, and it all results in revenue for Amazon. But people made 17.6 billion trips to U.S. stores in November and December 2013, according to ShopperTrak, suggesting that there is plenty of money still on the table and, for an e-tailer like Amazon, ample opportunity to turn the world into a giant showroom. Amazon’s first smartphone, which it calls simply “Fire,is the company’s latest physical device to help it reach this quasi-digital nirvana. The handset, which will begin shipping on Friday and which the company announced with much fanfare in June, is loaded with Amazon’s own applications and services—taking a page from Google’s Android playbook, or perhaps its own Kindle one—to entice people to embrace a world where Amazon rules. On the hardware front, the phone keeps up with its peers. It has a 4.7-inch high-definition display, a 13-megapixel camera, 32 or 64 gigabytes of storage and two gigabytes of memory. It will retail for 9 or 9, based on storage selection, with a two-year ATamp;T service contract. (When I pressed Amazon regarding the length of the U.S. carrier’s exclusivity, I was met with annoyed smiles and “no comment. Nonetheless, today’s smartphones are most differentiated by their software, and the Fire’s operating system, a stripped version of Google’s Android dubbed FireOS, comes loaded with access to Amazon’s Instant Video, Kindle books, and Prime Music marketplaces, courtesy of a clever promotion that gives every new Fire owner a free one-year membership to Amazon’s Prime service. Still, a phone packed with Amazon services isn’t enough to turn the world into a show floor. That’s where Firefly comes in. 这时候就要靠FireFly(意为萤火虫)大显身手了。The phone’s flagship feature is a scanning application that can identify more than 100 million different products, from food to household items to media such as music, movies and games. It can scan physical items using the phone’s camera and pinpoint more slippery products—think music, television shows, or movies—using the phone’s microphone. In my experience testing the app, I found that Firefly was flawless in zeroing in on book or game covers, but struggled when tasked with identifying common items such as food or cleaning supplies. When I scanned the front of a box of Kellogg’s Special K Cracker Chips, the app identified it as a box of Blueberry Special K Bars. (A second attempt did the trick.) When I tried to scan a Microsoft Xbox One game controller or an Apple iPhone 5S, Firefly didn’t recognize them at all. (Message received, Jeff Bezos.) After Firefly identifies an item, it presents you with the option to purchase it directly from Amazon. The company also allows third-party developers to integrate with Firefly—for example, iHeartRadio will create a radio station based off of a song identified by the app—extending its role beyond that of a point-of-sale system. During the phone’s debut, Bezos, Amazon’s chief executive, worked to paint the Fire as a different kind of smartphone. Firefly helps, but the “unique user experiencehe alluded to comes from a feature called Dynamic Perspective—in essence a three-dimensional interface that Amazon has been working on for four years. The use of Don phones isn’t new—see the sleight-of-hand employed by HTC’s Evo 3D, or the parallax effect in Apple’s iOS. The Fire approaches it differently by using the phone’s four front-facing cameras to track the location of your face relative to the screen. Instead of moving your hand to shift the perspective of the items on the phone’s display, you can move your head. It’s impressive the first time you experience it; a few days later, the feeling wears off, and you’ll notice information slipping off the display in odd ways. (Getting the status bar to remain on screen long enough to view battery percentage was a balancing act worthy of a Cirque du Soleil acrobat. Before anyone writes in, yes, there is a setting for making the status bar a permanent fixture, but critically, it’s disabled by default.) And here’s the kicker: After I disabled Dynamic Perspective, the overall performance of the phone vastly improved. The stuttering behavior I experienced as I whizzed through the app carousel? The delay in how quickly the lock screen appeared after I pushed the phone’s wake button? Essentially gone. (The camera’s sluggish burst mode still left me wanting.) I suspect I’ll find the phone’s battery life improved as well, though it’s difficult to tell —it varied wildly during my testing, from 11 hours parked in my car’s cup holder to a full day that included streaming cartoons for my kids. If you’re wondering, Amazon’s App Store carries most of the big-name apps we’ve come to expect such as Facebook, Instagram, and Twitter. Notably missing: Starbucks and Foursquare, two staples on my home screen. (Your mileage in this highly personal area may vary.) The moment you pick up Amazon’s Fire, it’s clear that the phone’s primary reason to exist is to sell Amazon’s products and services. In truth, that’s hardly different from the smartphone in your pocket today—but the Fire is less subtle about it. Will people be put-off by that harsh reality? Beats me. I’m too busy thinking about the day when I’ll be able to scan an item and have it delivered to my exact location by Amazon drone. I can’t wait to share that amazement with my wife.

Recriminations about US efforts to broker a ceasefire between Israel and Gaza grew on Monday, even though the tempo of fighting was reduced. US secretary of state John Kerry returned to Washington on Sunday after a week of shuttle diplomacy in the Middle East that failed to bring an end to the 21-day conflict, which has aly left 1,050 people dead. Instead, Mr Kerry’s efforts have resulted in a rift between the Obama administration and the Israeli government that could lead to more international pressure on Israel. This will make it harder still for the secretary of state to fulfil his goal of brokering a longer-term solution to the Israeli-Palestinian conflict. Despite the lull in fighting, the conflict is becoming intractable: Hamas in Gaza demands an easing of economic restrictions while Israel wants to continue attacking the network of tunnels that Hamas has developed. The tensions between Mr Kerry and the Israeli government were apparent throughout his six days in the region, notably after the US aviation regulator banned commercial flights on Wednesday from landing at Tel Aviv airport because of the risk of Hamas bombs a decision the Israeli government slammed as “a prize for terror克里和以色列政府的紧张关系在天的中东之行里表现得十分明显,特别是在美国航空监管机构由于哈马斯炸弹风险而在周三禁飞赴特拉维夫机场的商业航班之后——以色列政府曾强烈谴责这一决定,称它是“恐怖事件的战利品”。The strains broke into the open on Friday when the US circulated the text of a ceasefire proposal. Within hours, the Israeli press reported that the country’s security cabinet had unanimously voted to reject the text. Speaking on Israeli radio on Sunday, justice minister Tzipi Livni said she told Mr Kerry that the proposal was “completely unacceptableand that it “would have strengthened extremists in the region周日,以色列司法部长齐皮#8226;利夫Tzipi Livni)在以色列广播上发表讲话称,她曾告诉克里这一提案“完全不可接受”,“可能会助长该地区极端分子的势力”。US officials, however, insist that the text was never presented as a formal proposal to be voted on, but was a set of ideas to be discussed and debated. Mr Kerry said it was an act of “mischiefto suggest there was a concrete ceasefire proposal. The draft that US officials circulated called on both sides to “refrain from conducting any military or security targetingduring the ceasefire, which implies a halt in most military operations but does not preclude Israel from continuing to try to close tunnels. However, in the Israeli view, the document paid only lip-service to its security concerns about the threat from Hamas. In Israeli eyes, Mr Kerry made things worse by travelling to Paris on Saturday to meet the foreign ministers of Qatar and Turkey, two governments with ties to Hamas whom Israel views as being opposed to its interests. Since then, Mr Kerry has been savaged in the Israeli press, often based on anonymous comments by officials. One widely- article in the liberal Haaretz claimed that if the fighting continued, Mr Kerry “will be one of those responsible for every additional drop of blood that is spilled除了克里个人因素之外,美国和以色列间的新裂痕暴露出两国在对加沙局势的看法上出现了微妙而重要的分歧。Although he has prided himself on being a friend of Israel since he entered US politics 30 years ago, Mr Kerry has enjoyed a fractious relationship with the Israeli government during his efforts over the past year to negotiate a peace settlement with the Palestinians. In January, Israeli defence minister Moshe Yaalon complained about his “incomprehensible obsession and a sense of messianism周一,奥巴马政府官员挺身而出,为克里的行为做了辩护。

The world has a massive food crisis on its hands. The crisis is so big that organizations like the World Bank and the ed Nations say there won’t be enough food to feed the global population when it jumps from the current seven billion people to nine billion by 2050. Some research even suggests a food scarcity crunch as early as 2030 just 15 years from now. The reasons? Severe weather events like droughts and floods, economic hardships, and political unrest in underdeveloped countries, as well as agribusiness expansion. While many experts say that producing more food will make the crisis go away, others contend it’s not that simple. “To address food security, we need a shift in the way we address poverty and inequality in the world,Stephen Scanlan, a professor of sociology at Ohio University. “There should be a reframing of food as a fundamental human right in a way that governments actually stand by.” But feeding the world is big business. Multinational food companies and retailers are heavily involved in food production. Corporations such as Kraft KRFT 0.21% , ConAgra C 0.77% , Cargill, and PepsiCo PEP 0.08% dominate global food distribution. Companies like Monsanto MON 1.28% , the biggest maker of genetically modified organisms (GMOs) seeds, promote their high tech products as a way to increase food production. And those companies are seeing benefits. Global food prices increased by four percent between January and April of this year, according to the World Bank, stopping a decline in food prices starting in August 2012. While those figures may please company shareholders, that kind of consolidation and profit puts too much control over food supplies into too few places, according to critics like Scanlan. Beyond the perceived threats from the business world, global food supplies, one analyst argued, are at the mercy of some nations seeking to feed their own populations at the expense of others. “China is the largest purchaser of farmable land in the world, said Usha Haley, a professor of business management at West Virginia University. “They’re doing it to acquire resources as they have a huge gap between what they produce and what they use.” For many, food scarcity is aly here. The UN’s Food and Agriculture Organization (FAO) reports that 842 million people in the world remain undernourished. And nearly two thirds of them are living in the Asia-Pacific region. One in four children under the age of five is stunted due to malnutrition. Fueling the problem are worldwide diets that rely on an ever smaller group of crops, leaving global food supplies at the mercy of inflation, insects, disease, and bad weather. Also, there’s the increasing creation of inedible products such as fuel from crops that normally get put on the kitchen table. “What concerns us is biofuel expansion, said Kristin Sundell, director of policy and campaigns for ActionAid, an international group that focuses on ending poverty. “We’ve seen a 50 percent expansion in recent years in using crops like sugar, corn and soy to create fuels for gas tanks, and that’s taking away food crops from people and making what there is more expensive,Sundell said. Sundell added that the large-scale investment by private agriculture businesses to buy up more farm land in poor countries is forcing local growers out of business. Farmers who do have land in areas like East Africa often face a Faustian bargain, said Scott Ickes, a professor of public health and nutrition at the College of William amp; Mary. “Farmers have to choose between growing specialty cash crops like cocoa, tea and coffee or food staples to make a living,Ickes said. “They usually pick the cash crops as it’s a challenge for them to make ends meet.”“农民必须选择是种植可可、茶和咖啡等专门的经济作物,还是选择种植养家糊口的主食作物。 Helping those help themselves助人即自助While agricultural innovations like genetic modified organisms (GMOs) hailed by many and condemned by others are often offered up as solutions, one analyst said simple ways to distribute and store food are needed. “A lot of food rots because of bad storage facilities in poor countries, and bad infrastructure in those areas prevents delivery of food to a lot of the poor, said College of William amp; Mary’s Ickes. A key element in all this is helping those in need learn how to take care of themselves, said Mark Rieger, dean of the College of Agriculture and Natural Resources at the University of Delaware. “We have an agricultural program so people can develop their own food,Rieger said. “I just got back from Kenya where we bring students here and then send them back home to help their own countries.”“我们有一个农业项目,让人们可以种植自己的粮食。 Wars over food? The World Bank reports that to avoid food shortages by 2050, the global community needs to produce at least 50 percent more food than it does today. 0%。Many analysts say they are hopeful the world is waking up to the food scarcity problem, as more governments like the U.S. and those in Europe, ramp up efforts to provide aid to developing countries. But a clear consensus on exactly how to end the growing food shortage remains elusive. And that could lead to even greater disasters, said West Virginia’s Haley. “The food scarcity problem is serious. I think the next world wars could be fought over resources like food and water, she said.
