Five years ago, on March 20, 2003, U.S.-led forces invaded Iraq to overthrow a dictatorship that President Bush accused of developing weapons of mass destruction. No WMD were ever found. In this first in a series of reports on the Iraq war, the fight against an insurgency continues even though a troop surge last year has helped reduce the level of violence. Combat in Iraq, and U.S. troops are still battling insurgents, five years after the invasion. A U.S.-led coalition of some 300,000 troops launched the attack on Iraq in the pre-dawn hours of March 20, 2003. The objective was to topple Saddam Hussein's dictatorship - accused by the ed States and its coalition partners of possessing and actively developing weapons of mass destruction. In the build-up to the war, then U.S. Secretary of State Colin Powell laid out the case against Iraq before the U.N. Security Council. In his presentation, he displayed aerial photographs of alleged chemical weapons sites and mobile labs designed to make nerve agents. Ladies and gentlemen, these are sophisticated facilities. For example, they can produce anthrax and botulinum toxin - in fact they can produce enough dry biological agent to kill thousands upon thousands of people," he said.U.S.-led forces soon achieved the invasion's main objective - overthrowing Saddam Hussein's regime. Saddam himself was captured in December 2003, and then executed three years later after a lengthy trial. But no weapons of mass destruction were ever found, despite thorough searches of the Iraqi countryside by U.S. soldiers and teams of weapons specialists. By 2004, it was clear that any WMD Saddam Hussein possessed had been destroyed in the 1990s. Meanwhile, an insurgency initially made up mainly of Sunni fighters grew in strength, taking a heavy toll on U.S. forces through roadside bombs and other attacks. Iraqi civilians, especially Shi'ites, also were targeted and many were killed. Anthony Cordesman, a military expert at the Center for Strategic and International Studies, says the Bush administration was unprepared to deal with the invasion's aftermath. We went into Iraq prepared for one kind of war which was to overthrow Saddam's regime and defeat Iraq's conventional forces. We had the illusion we wouldn't need stability operations and nation-building," he said. "We were unprepared for what happened, we did not create the conditions for stability."200803/31097。

Politicians across the Indian political spectrum are condemning President Bush's remark, linking high food prices in the West to a growing middle class in India. Indians are pointing the finger back at the ed States. The governing coalition and opposition in India rarely agree on much, but they are united in condemning the American president for saying a growing demand for food grains by India's middle class is partly to blame for the surge in global food prices. Indian Defense Minister A.K. Antony calls President Bush's comment "a cruel joke" contending that U.S. policies, including advocating bio-fuels, are responsible for higher food prices. M.A. Nagvi, the vice president of the largest opposition force, the Bharatiya Janata Party, says President Bush is shifting from his earlier role of global "bomb inspector" to world "b inspector." West Bengal Chief Minister Buddhadeb Bhattacharya, a key national Communist leader, says the American president "has gone out of his mind." Mr. Bush made the remark Saturday, in response to a question following a speech he delivered on the economy and trade in the U.S. state of Missouri. A notable critic of America's food policy on India, physicist-turned-environmental-activist Vandana Shiva says Mr. Bush had two reasons for making the comment. One is to fuel xenophobia and to say the problem is someone else's, to distract the American public. And, second, is to continue the myth of globalization, to make it look like globalization is bringing benefits to countries like India, when it's not," said Shiva. Indian experts, citing data from here and from the ed States, say American per capita food consumption is three to five times that of Indians. Ecologist Shiva argues Indians, overall, are eating less, not more, despite a growing middle class here."Per capita consumption of food has dropped from 177 kilograms per capita per year to 152 in the last decade and a half. Instead of Mr. Bush citing that 350 million middle class, he should be citing the Indian children being denied. One million a year are dying for lack of food," added Shiva.U.S. Secretary of State Condoleezza Rice last week also cited the rising affluence of Indians and Chinese for playing a role in pushing up food and oil prices. Some economists say Indian and Chinese cost controls and subsidies for fuel and food shield their rising middle classes from the true impact of rising prices. India imports about 80 percent of its fuel, while China has become the second-largest importer of oil. India was self-sufficient in food for decades, but has begun importing wheat again, in recent years. China is faced with the traditional challenge of feeding 20 percent of the world's population on only seven percent of the planet's farmland. The Confederation of Indian Industry, representing 7,000 business entities, blames the rising food prices on diversion of crops to bio-fuels, an increase in droughts and subsidies to growers which encourage them to leave land fallow, to maintain higher global prices. The group announced, Sunday, it is establishing a task force to investigate India's soaring food prices.

The ed Nations World Food Program says urgent action is needed to prevent what it calls a "serious tragedy" because of food shortages in North Korea. A bad harvest and soaring world food prices may be creating one of the leanest years in the North since a period of mass starvation in the mid-1990's. The ed Nation's World Food Program warned Wednesday "time is running out" to avert a "humanitarian food crisis." Jean-Pierre de Margerie is the WFP's representative in Pyongyang. We have a bit of a 'perfect storm' here, because we have all these factors lining up," he said. The main factors are a dramatic spike in world food prices and the consequences of last year's severe North Korean flooding on harvests. De Margerie says prices for basic foods, like corn and grain, have at least doubled since last year. North Korea has experienced food shortages because of decades of self-imposed economic isolation, culminating in the mid-1990's, when hundreds of thousands of North Koreans are estimated to have died of starvation. The WFP says North Korea was able to meet about 80 percent of its basic survival food requirements, last year. De Margerie says, this year, the North will probably only produce about 60 percent of its basic needs. He says there are signs of severe strain on the North's Public Distribution System, or PDS - the government office responsible for providing food to citizens. Officials - government officials at the local, county, and provincial level, are telling us - maybe for the first time - that they're experiencing difficulties in ensuring that PDS dependents are receiving their rations," de Margerie said. "And, they're telling us that there is a chance that they will have have to suspend PDS rations in the future. We've never heard this before." The WFP is intensifying talks with donor nations who, according to de Margerie, are "asking a lot of questions" about North Korea's delays in nuclear weapons negotiations and recent bellicose rhetoric to the South. Last month, Pyongyang publicly threatened to turn South Korea "into ashes." The North has cut off most official contacts with the South, in disapproval over conservative President Lee Myung-bak's North Korea policies. The Lee administration says aid and economic cooperation with the South depends on the North fulfilling promises on nuclear disarmament. Since Mr. Lee's February inauguration, the North has gone without the massive transfers of South Korean rice and fertilizer it had received for years under other administrations. De Margerie says, unless the North receives fertilizer soon, it may have to prepare for another bad harvest in the near future. The thing is, is that we're running out of time," he said. "You know, this fertilizer needs to be applied on the field before the end of May. So, it's unlikely that they'll be able to meet this critical deadline." The ed States is preparing a donation of half a million tons of grain to North Korea this month, via the World Food Program. 200804/35296。

Top US General in Iraq to Head Regional Command U.S. Defense Secretary Robert Gates has named the top U.S. commander in Iraq, General David Petraeus, to lead the U.S. Central Command, which oversees the wars in Iraq and Afghanistan, as well as U.S. military operations and security cooperation throughout the Middle East and in Central Asia and East Africa. The move was not a surprise, but it confirmed Secretary Gates' desire for continuity in Iraq strategy, and the expansion to Afghanistan of the kind of success the administration says General Petraeus has had in Iraq. The kind of conflicts that we're dealing with not just in Iraq, but in Afghanistan, and some of the challenges that we face elsewhere in the region, in the Central Command area, are very much characterized by asymmetric [guerilla] warfare," said Secretary Gates. "And I don't know anybody in the ed States military better qualified to lead that effort." Secretary Gates also announced that General Petraeus' former deputy in Iraq, Lieutenant General Raymond Odierno, will replace him, even though Odierno has only been home from Iraq for two months, much shorter than the minimum one year. Gates was asked whether that reflects a 'stay the course' strategy, an approach that hurt President Bush's Republican Party in the 2006 election. The secretary indicated things have changed since General Petraeus was put in place early last year, including a surge of U.S. forces and a new counterinsurgency strategy. The course, certainly, that General Petraeus has set has been a successful course," he said. "So, frankly I think staying that course is not a bad idea. I would say it's a good idea." The secretary said he expects General Petraeus to stay in Iraq for several more months while the process of Senate approval of his nomination proceeds. He says that, and the fact that the general will still supervise the Iraq war from his new post, means he will be intimately involved in the assessment that U.S. commanders will make in August and September, after the last of the surge forces leave Iraq. That assessment will determine when additional U.S. forces will be withdrawn, and how many. During testimony before U.S. congressional committees this month, General Petraeus called for a 45-day period of assessment and he cautioned against withdrawing U.S. forces too quickly. We haven't turned any corners," he said. "We haven't seen any lights at the end of a tunnel. The champagne bottle has been pushed to the back of the refrigerator. And the progress, while real, is fragile and is reversible." At Central Command, General Petraeus will replace Admiral William Fallon, who announced his retirement six weeks ago. An article published in Esquire magazine last month portrayed Admiral Fallon as standing against many people in the Bush administration who, the magazine said, wanted to go to war with Iran. Officials deny there were any substantive differences. On Wednesday, Secretary Gates said all American commanders involved in Iraq, including Petraeus and Fallon, have the same view of Iran."It is a hard position because what the Iranians are doing is killing American servicemen and women inside Iraq," he said.U.S. officials say the Iranian Quds Force, an elite unit of the country's Revolutionary Guard Corps, supports Iraqi Shi'ite insurgents, giving them funding, training and technology for high-powered roadside bombs. Wednesday's announcements also included the withdrawal of General Odierno's nomination to be vice chief of staff of the army. That nomination goes instead to another former Iraq deputy commander, Lieutenant General Peter Chiarelli, who has been Secretary Gates' chief military aide. 200804/36463。

South Korea Says North's Nuclear Compromise May Be Near韩国就北韩核问题提出妥协方案 South Korean officials are suggesting a compromise aimed at reviving efforts to get rid of North Korea's nuclear weapons may not be far off. The ed States and North Korea have been negotiating intensively on a means of confirming the accuracy of the nuclear declaration Pyongyang made earlier this year. The potential breakthrough comes at a moment of brinksmanship by the North. South Korean Foreign Minister Yu Myung-hwan told reporters in Seoul Friday the ed States will probably announce soon whether it intends to remove North Korea from a State Department list of nations suspected of sponsoring terrorism. Washington promised last year to take the North off that list, as part of a broader international deal that committed Pyongyang to declare and disable its main nuclear programs. President Bush delayed the scheduled removal in August, because North Korea refused to agree on steps for verifying the declaration it submitted earlier in the year was accurate. The North responded by ejecting international inspectors from the reprocessing facility at its main nuclear plant in Yongbyon. The ed Nations said Friday Pyongyang had informed inspectors they will now be denied access to any part of the Yongbyon complex. North Korea threatened earlier this month to resume deriving material useable for weapons from spent nuclear fuel. The South's Minister Yu says diplomacy may produce some movement on the stalemate soon. He says the US government is expected to make a decision on the terrorism list in the near future, and that discussions on a verification protocol are still under way. Yu pointed out that even though international inspectors have been denied access to Yongbyon, they are still being housed in North Korean dormitories near the complex and not expelled from the country. He says a compromise deal would focus narrowly on the North's plutonium-related nuclear activities. He says other issues, particularly that of a suspected North Korean uranium enrichment program, will be handled later on, as it is impossible to deal with every issue at once. Washington's chief envoy on the nuclear issue, Assistant Secretary of State Christopher Hill, met with senior North Korean officials last week in Pyongyang and is still conferring with his superiors in Washington. The Bush administration has not made any substantial details of the latest negotiations public. Dan Pinkston, a Seoul-based analyst with the International Crisis Group, speculates Washington and Pyongyang may soon reach a verification compromise. And that gets very technical and very detailed as far as environmental samples, and when and where they can take those samples, access to individual scientists and engineers for interviews, and records, and which kind of sites are available," Pinkston said. "And the technical people will have to work that out, and I'm sure there's been some lengthy discussions about that."“这是一个技术性很强的问题,而且就环境样品而言,内容也非常繁琐,例如什么时候以及在什么地方可以得到这些样片,能否接触到科学家和工程师本人进行访问并查看记录,以及哪一类设施可以接受核查等。 Pinkston believes it makes sense to delay issues unrelated to North Korea's plutonium programs like the one at Yongbyon. He says other matters can be handled after next month's U.S. presidential election."Wrapping up this second phase, disablement, would be a positive step - and we could move toward the dismantlement phase with the new administration in the U.S.," he said.North Korea conducted a nuclear test explosion in 2006. Several international media reports have reported possible suspicious activity at the site of that test, suggesting Pyongyang may be planning a followup. 200810/52538。
