A former White House spokesman says Americans have lost trust in U.S. President George Bush, because he is refusing to reveal his administration's involvement in leaking the identity of a previously-covert CIA operative. The Bush administration dismisses the allegations, saying the former spokesman is misinformed. Former White House Spokesman Scott McClellan says then Chief of Staff Andrew Card told him that President Bush and Vice President Dick Cheney wanted him to tell reporters that the Vice President's chief of staff was not involved in leaking the name of a CIA operative. That Chief of Staff, Lewis Libby, was later convicted of obstructing the investigation into the leak of CIA operative Valerie Plame's identity. Her husband, a former U.S. ambassador, was a vocal critic of the president's justification for invading Iraq. McClellan told the House Judiciary Committee Friday that White House officials leaked Plame's identity to get back at her husband. "I do not know whether a crime was committed by any of the administration officials who revealed Valerie Plame's identity to reporters, nor do I know if there was an attempt by any person or persons to engage in a cover-up during the investigation," he said. "I do know that it was wrong to reveal her identity because it compromised the effectiveness of a covert official for political reasons. I regret that I played a role, however unintentionally, in relaying false information to the public about it." Asked about McClellan's testimony, the current White House Deputy Spokesman Tony Fratto said McClellan has probably aly told everyone everything he doesn't know, so Fratto does not think anyone should expect him to say anything new. Judiciary Committee Chairman Democrat John Conyers says McClellan's allegations are the most important matter Congress could examine in its oversight of the administration. When White House insiders leak classified information, manipulate media coverage and otherwise employ their immense power to punish dissenters, Congress does not have any other option," he said. "It has a Constitutional duty to check and balance an errant Executive Branch." The ranking Republican on the Judiciary Committee, Texas Congressman Lamar Smith, questioned McClellan's motivation for writing a book that contradicts everything he said and did as White House Spokesman. Scott McClellan alone will have to wrestle with whether it was worth selling out the president and his friends for a few pieces of silver," he said. McClellan says he wrote the book, in part, because he was prohibited from discussing the matter in 2005 due to the criminal investigation. He says he made a commitment to share with the public what he knew as soon as possible and believes President Bush could restore much of the trust McClellan says he has lost by doing the same. The continuing cloud of suspicion over the White House is not something I can remove because I know only one part of the story," he added. "Only those who know the underlying truth can bring this to an end. Sadly, they remain silent." President Bush commuted Libby's two-and-a-half year prison sentence, sparing him from serving time. McClellan says that was special treatment that further undermined the president's commitment to justice. Current White House Spokeswoman Dana Perino says it is sad that McClellan is so disgruntled about his experience. She says those who supported McClellan before, during, and after he was press secretary are puzzled because this is not the man they thought they knew. 200806/42408

Scholar Says Changing China Has New Respect for Confucius西方学者:变化中的中国重新尊孔 The Olympic games are drawing attention to China, which is undergoing sweeping changes as it modernizes. Yet some in China look to the past for inspiration, to the ideas of social harmony of the philosopher Confucius. Political scholar Daniel Bell, author of a book called "China's New Confucianism," who says the thought of the ancient Chinese sage is being revived. For more than 2,000 years, China was guided by the teacher and moral philosopher Confucius. For 600 years, this Confucian temple and university complex in Beijing was at the heart of a national system that trained the scholar-officials who ran imperial China. Twentieth century communist revolutionaries rejected Confucianism as a part of China's oppressive feudal past. But Chinese and Western scholars say the ancient sage is being rehabilitated. Daniel Bell teaches political philosophy at Beijing's Tsinghua University. Throughout most of the 20th century, China felt itself weak and vulnerable and they blamed their own traditions for their problems, and they looked to the West, whether it was Marxism or liberalism for inspiration," he said. They sill look to the West to a certain extent, but more and more now they're looking at their own traditions," he added. Confucius taught that society should be based on well-defined relationships, observance of ritual, personal rules of conduct, virtues like loyalty, and on learning, accomplishment and merit. Bell says that for the ancient sage, social life begins with relationships in the family. And you're supposed to learn about morality through the family," he said. "And then you extend morality outside non-family members, first to the nation and then it reaches eventually to the whole world." Bell says China's early communist leaders rejected Confucianism and turned to a rival ancient system known as Legalism, which elevates the government and embraces force as a means of control. They were not the first to do that. Qin Shi Huang, the emperor who unified China, rejected Confucian learning more than 2,000 years ago, executing Confucian scholars and burning their writings. But Confucianism revived, with its softer approach to power. Bell says that like the first emperor, the early communists struggled to consolidate their power. But once the country becomes stronger, less vulnerable to foreign bullying and more self-confident, then I think the Confucian ways of soft power can begin to reassert themselves, just as they did 2,000 years ago," he said. "I think we have a similar development now, where there won't be this very harsh kind of authoritarian way of governing, which owes much more to Legalism than to Confucianism." Bell sees renewed interest in Confucius at all levels of Chinese society, among government leaders and ordinary people. A 2006 book by Chinese Confucian scholar Yu Dan sold 10 million copies, and Bell says students are flocking to classes on the subject at Tsinghua university. Some Chinese commentators have criticized this focus on the past, known as "national studies fever." But Bell says parts of the tradition mesh well with the modern Chinese goal of building a harmonious society. He says the Beijing Olympics are inspired by Confucian ideals of friendship and harmony, and notes that the opening ceremony ed Confucian sayings. He cites another Confucian theme not included in the program, the observation that harmony does not demand conformity. Bell would like to hear more about that part of the tradition. Still, he is encouraged by China's rediscovery of its past, which he says will serve the country well as it shapes new institutions for its future. 200808/46147

Bush Presses Congress to Act on Major Legislation, Democrats Want Movement on Environment布什批国会未关注一系列重要议题 U.S. President George Bush says the Democratic-led Congress has failed to address a series of important issues, and he wants action soon. Democrats are pushing their Republican colleagues in Congress to support environmental legislation. President Bush says lawmakers need to move quickly on a wide range of bills when they return to Washington this coming week from their Memorial Day recess. I hope members of Congress return rested, because they have a lot of work left on important issues, and limited time to get it done," he said. In his weekly radio address, Mr. Bush said Congress has failed to deal with issues including a free-trade agreement with Colombia, confirmation of the President's nominees for 350 federal positions, and funding for U.S. military forces abroad. Our troops in Afghanistan are performing with courage and honor, delivering blows to the Taleban and al-Qaida," he said. "Our troops in Iraq have driven al-Qaida and other extremists from sanctuaries they once held across the country, and are chasing them from their last remaining strongholds. Our men and women in uniform are risking their lives every day, and they deserve the resources and flexibility they need to complete their mission." Mr. Bush said he wants Congress to pass a war funding bill that is not full of unrelated domestic spending. The president's proposed free-trade agreement with Colombia was blocked in the House of Representatives, after U.S. labor unions complained that Colombian workers' rights are often violated. In the Democratic Party radio address, Barbara Boxer of California, who leads the Senate's environment committee, called on her fellow Senators to support legislation to fight global warming. The fact is that the overwhelming majority of scientists say that the earth is in peril, if we do not act now," she said. "They have told us clearly that more than 40 percent of God's creatures could face extinction if we do not act now." Boxer disputed industry claims that proposed limits on carbon dioxide and other greenhouse gas emissions could threaten the economy. She said the legislation would create millions of new jobs and move the ed States toward energy independence. The Senate is to begin considering the bill on Monday. 200806/40806
