Du Yuanquan, spokesman for the top supervisor, says that only 16 state-owned enterprises that specialize in real-estate are permitted to keep their business."The chosen state-owned subsidiaries are required to withdraw from the property market as soon as they finish current projects."Among those ordered to end real estate business are the SOEs who bid on prime properties and set records for new land prices in the capital earlier this month.Chinese overseas shipping giant COSCO says the corporation will quit the real estate market in half a year. It is so far the first and only company to disclose its timeline. After heated debate during the mid-March political sessions, Chinese policymakers have come to the consensus that dealing with the overheating property market must involve two parallel approaches: one is curbing land prices by changing the current fiscal structure of the local governments that over-rely on selling land, and the other is expanding affordable housing projects.Song Huiyong, a real-estate analyst with the Centaline Group, says these acts may indicate the emergence of a new housing reform that will end total market-orientation."The process of fundamentally restructuring China's property market is on. In animals, this part of the brain evolved around the time of the dinosaurs before mammals existed. It's hardwired to beat starvation. For three days Jean-Luc has been trapped underground. He finds water but nothing to eat. He starts to fear the worst. Even if when I had a little hope, I thought obsessively what would happen over the last few days or the last hours before dying. It was a big question: how I would die--was it going to be cold or hunger or… It was a question that I always had in my head. Sure that he's doomed, he records a message. But as hope fades, Jean-Luc’s brain switches strategy to help him survive with no food. With his fuel stores depleted, his body becomes even more efficient. It makes him slow down. Now his muscles use less energy, so do all his internal organs. New cells grow more slowly. Nonessentials—fingernails, toenails, hair—hardly grow at all. At the National Renewable Energy Laboratory, making alternative power sources competitive with fossil fuels has been a mission since the energy crisis of the 1970s. Scientists worked to create solar cells far more efficient than those currently available to homeowners. They believe the market for this technology is about to come of age. When it was installed, this was believed to be the largest residential solar-electric system in the ed States. The homeowner is actually selling electricity back to the power company. Researchers here say, for renewable energy to really make a difference, it has to be on a large scale. There hasn't been any great sense of urgency for finding energy alternatives. For decades, low gas prices have kept Americans in their cars, usually alone. But a jumping gas prices often spotlights the search for something else to keep all those cars going. What's in there now is a material that looks like straw or, it's actually the material that farmers just leave sitting on the ground after they go through when they harvest corn. We are trying to get farmers to collect this material so that we can run it through conversion technology to make new liquid fuels. Since the energy crisis of the 70s, some farmers have been diverting part of their grain harvest to make a fuel called ethanol. But the emphasis now is on the stalks and stubble left on the ground after the harvest. "The cellulose attained here that actually is made up of sugars, is something that they can turn into ethanol on the same way that they're currently taking the corn grain that having it turned into fuel grade ethanol. " The National Renewable Energy Lab has a plant that converts harvest leftovers and just about anything else into fuel. Proving that renewable energy technology is viable remains a struggle, at least in America.
